Ellen Milner joined the CIOT as Director of Public Policy in April 2023. With a background in corporate tax, she previously worked at HMRC, with extensive experience in areas including tax policy, compliance and training, most recently as Deputy Director for Large Business London. She has also worked as Principal Private Secretary to the First Permanent Secretary.
